MANILA -- The House of Representatives has cited 24 universities and colleges due to the exceptional performances of their graduates in the last two licensure exams for elementary and high school instructors.

Pasig City Rep. Roman Romulo, the chairman of the House committee on higher and technical education, said the 24 schools were the only ones “with 50 or more examinees and with at least 80 percent of their examinees passing” the last two licensure tests for elementary and high school teachers.

“Again, we are making this list public to enable consumers of teaching education –- prospective teachers and their parents –- to make a sound choice as to where they will most likely get the best value for their hard earned tuition money,” Romulo said.

For high school teachers:

• University of the Philippines–Diliman (91.66%);
• Saint Louis University-Baguio (90.88%);
• University of San Carlos–Cebu (90.16%);
• University of Santo Tomas (89.59%);
• Philippine Normal University–Manila (89.43%);
• Philippine Normal University–Agusan (88.83%);
• University of Southeastern Philippines-Tagum (88.00%);
• Pamantasan ng Lungsod ng Maynila (84.06%);
• Bohol Island State University–Tagbilaran (82.89%);
• Polytechnic University of the Philippines-Taguig (82.26%);
• Davao Oriental State College of Science & Technology (82.18%);
• Xavier University-Cagayan de Oro (81.71%); and
• Technological University of the Philippines–Cavite (80.65%).

For elementary school teachers:

• University of Santo Tomas (100.00%);
• Bohol Island State University–Tagbilaran (95.95%);
• West Visayas State University–La Paz (94.76%);
• Xavier University-Cagayan de Oro (93.16%);
• Philippine Normal University–Manila (91.34%);
• Talisay City College-Cebu (90.24%);
• Southern Iloilo Polytechnic College (86.27%);
• Saint Louis University-Baguio (84.91%);
• Western Visayas College of Science & Technology-La Paz (82.31%);
• Bohol Island State University–Bilar (81.13%); and
• Cebu Technological University–Argao (80.72%).

The licensure exams were given in March and September 2013 for elementary and high school instructors, respectively.

Citing data from the Professional Regulation Commission and the Commission on Higher Education, Romulo said there are 1,663 institutions certified to produce high school teachers, and 1,280 institutions for elementary teachers.

While there are other schools with at least 80% of their graduates passing the exams, Romulo explained that they were excluded since they only had fewer than 50 examinees.

The Department of Education is the country’s single largest employer of teachers, with a total of 669,997 permanent positions, of which 591,163 have been filled. In 2013, it spent P148.37 billion to pay for permanent teaching positions.

This year, the DepEd will spend P9.5 billion to hire 33,194 teachers and 1,500 school principals.

BREAKING NEWS / A Boholano is appointed as new NBI Director

MANILA (UPDATED) - Atty. Virgilio Mendez is the new Director of the National Bureau of Investigation (NBI).

Mendez, NBI Deputy Director for Regional Operations Services before assuming the bureau's top post, took his oath before Justice Secretary Leila De Lima Thursday morning, exactly 36 years since he joined the bureau as an agent on Jan. 16, 1978.

Mendez assumed the post four months after Atty. Nonnatus Rojas tendered his irrevocable resignation.

Mendez, 61, is an NBI insider who rose from the ranks of the country's top investigation arm.

He is the first NBI insider to be appointed Director, except for Atty. Ernesto Mantaring, since the passing of NBI Director Federico Opinion in 2000 due to kidney failure and diabetes.

A native of Bohol, Mendez also served as NBI Regional Director for Region X in 2004, Deputy Director for Comptroller Services from 2007 to 2009, and Deputy Director for Administrative Services from 2009 to 2011.

He became NBI Deputy Director for ROS from 2011.

De Lima, who personally endorsed Mendez to President Aquino as Rojas' replacement, said the former's appointment will be a boost to the morale of the men and women of the NBI.

"It is, perhaps, time to, once again, hail somebody from the NBI ranks. Besides the obvious experience that an insider will bring to the NBI leadership, it will also serve as a considerable morale booster for those serving in the NBI," De Lima said.

When Rojas, a member of the Department of Justice (DOJ) family, resigned, the justice chief called for the resignation of the NBI's Deputy Directors; De Lima said 3-4 of the bureau's 6 Deputy Directors had questionable records.

Mendez expressed his intent to resign, but De Lima said he had her confidence and refused to accept his resignation.

The issue affected the morale of the NBI bureaucracy, with some insiders expecting another outsider to be appointed NBI chief.

PROFILE

Born March 5, 1952, Mendez wanted to enter priesthood during his growing up years.

However, he ended up marrying Vilma Garcia, a native of Pagadian City, with whom he has three children: Ian, Ivan, and VJ.

"The clergy's loss became the NBI's gain," De Lima told reporters.

Apart from him, the members of Mendez's family are US citizens.

Mendez finished his law degree at the Divine Word College in Tagbilaran City; he passed the Bar Examinations with a grade of 81.55%.

He worked at the Abinales & Mendez law firm, and also worked as assistant manager of the UPSVEDPA Security Agency.

TOP CASES

Some of Mendez's high-profile cases include the Kristelle "Kae" Devantes murder case, Cagayan De Oro bombing in July 2013, Balintang Channel probe, Atimonan Rubout case, the Aman Futures and Coco Rasuman investment scams, Rizal Day LRT bombing in 2000, the Lahad Datu/Sabah Standoff, shooting of Lingayen Vice-Mayor Ramon Arcinue and his wise, Zoraida, and the gun-for-hire raid in Batangas on Wednesday.

Mendez assured the public that he will do his best as new NBI chief.

"Thanks to the Hon. Secretary (De Lima). This is not an easy job but I will give everything that I have," Mendez said.

President Aquino signed Mendez's appointment on Jan. 10; Executive Secretary Paquito Ochoa's transmittal letter, dated Jan. 14, was received by De Lima on Jan. 15.

Another Filipina won an international beauty title in the last hours of 2013.



Mutya ng Pilipinas Tourism International Angeli Dione Gomez was crowned Miss Tourism International 2013/2014 Tuesday night, Malaysia's New Straits Times reported.

"The first thing I plan to do is to meet my family whom I have not [seen] for about one month and have a nice breakfast with them tomorrow," Gomez said after winning the title.

Gomez, 20, aspires to be a film director. But as she reigns as Miss Tourism International, she will be a traveling ambassador and promote informal international relations among countries.

Sunidporn Srisuwan from Thailand was the first runner-up and Miss Tourism Queen of 2013/2014.

Malaysia's Sarah Czarnuch was second runner-up and Miss Metropolitan 2013/2014, while Dominican Republic's Michelle Alexis Torres was fourth and was also Miss Tourism Global International 2013/2014.

Malaysia representative Thaarah Ganesan won fifth place and is Miss Tourisn Cosmopolitan International 2013/2014.

The Miss Tourism International's website said the pageant was the only New Year's Eve pageant participated in by 30 international beauty queens.

It was first held in Sarawak, Malaysia in 1994 and "serves as a platform to educate and promote tourism and cultural exchange among the participating beauty queens." — DVM, GMA News

Dubai is set to dazzle the world on New Year's Eve with what it pledged to be a record-breaking fireworks show, featuring the explosion of more than 400,000 fireworks, considered to be the largest in the world.

The UAE city is challenging Sydney's claim to the best fireworks show on earth.

Tonight, Dubai hopes to break the Guinness World Record for the largest firework display which will spread over the Gulf emirate's man-made islands and the Burj Khalifa, the world's tallest building.

Neighboring Kuwait currently holds the mark, set in 2011 with an epic hour-long show of 77,282 fireworks.

Dubai's fireworks are designed by U.S.-based Fireworks by Grucci, the same firm which designed the fireworks that celebrated Dubai winning the right to host Expo 2020 on Nov. 27.
Multiple celebrations

Thousands began arriving on Tuesday to several locations around the city to watch the fireworks.

At Dubai's The World islands, the show will begin with the "Flying Falcon," which includes an image of the UAE flag adorning Dubai's sky.

The UAE flag will span 29, 250 square meters, in what will also be considered the largest pyrotechnic flag ever displayed.

An additional firework display for 15 minutes will cover the city's Jumeirah beach, with the Burj Al Arab, Madinat Jumeirah and Jumeirah Beach Hotel as the backdrop.

Fireworks and a synchronized light and water show are also taking place at Dubai Festival City.

The spectacle is largely seen as a compliment to Dubai's recent World Expo 2020 win and another opportunity to showcase the young and growing city on the international stage as an attractive place to live and visit.

"The celebrations will mark the end of a momentous year for Dubai — a year which we will reflect on with pride and has laid the groundwork for a prosperous future," said Helal Saeed Al Merri, Director General of Dubai's Department of Tourism and Commerce Marketing, told Emirates 24/7
