But PAGASA says, Ruby is still a strong typhoon.

(Update No. 5—3:49 p.m., Friday, December 5) Weather Bureau PAGASA has detected a gradual weakening of typhoon Ruby.
PAGASA Administrator Vicente Malano said this is due to the interaction of Typhoon Ruby with the cold northeasterly winds (amihan) coming from Siberia.
Malano said that though the weakening of the typhoon is gradual, it is continuous: ”Because of this, we can already expect that the typhoon would not intensify into a super typhoon category when it hits the landmass."
The sustained wind speed of the typhoon is now estimated at 195 kph, down from 215 kph. Malano said the rain intensity and diameter of the typhoon would also be reduced with this development.
But PAGASA says, Ruby is still a strong typhoon.
As of 3 p.m. it was spotted around 380 kilometers East of Borongan, Eastern Samar, moving 13 kph West to Northwest.
Weather bureau PAGASA warns of up to 4 to 5-meter high storm surges in Quezon Province, Leyte, Samar and parts of the Bicol region.
Ruby is expected to make landfall Saturday night.
Public storm warning signals have been raised over 34 areas.
