Money talks.
When I applied for taking the board exam in '72, had problem with my birth certificate 'coz name is "Baby". A very common practice in the Philippines when parents have not yet decided on the real name.
Normally, an affidavit is all that's required to fix. But bcoz my surname is Chinese and Chinese = money, they insisted on a court order and stamped my application as "CONDITIONALLY APPROVED".
Similar with your case. US = $. Aren't you glad you're now a US citizen?

Exam was held in August. The hearing never took place. September 22, 1972, President Marcos declared martial law. Every public servant was ordered to tender his/her resignation. Court system was revamped. Naloko na!
Results were publish in March, following year. My name appeared! My guess is that the Civil Service Commission (now, Professional Regulatory Commission) people were concerned might lose their job.
Yeah, strange are the works of fate! Hehehe
